What's the disk model?
Did you try booting from all the USB Ports?
Did you try with and without XhciPortLimit quirk?

Try to disable SetupVirtualMap and then check.
Try npci=0x3000 and then check. Remove 0x2000 first.

Provide the Laptop Main BIOS picture.
I have Hikvision E3000 SSD NVMe M.2 512GB disk.
I tried booting from all the USB Ports, with and without XhciPortLimit, with and without SetupVirtualMap, and with npci=0x3000. Still the same error BuildActDeviceEntry exit

Try adding nvme=-1 in your boot arg. If there's a firmware update available for the Laptop, update it.

Thank you very much for all the time you helped me! We tried many options, I added nvme=-1 and updated the bios.
But still nothing works, I don’t think there’s any point in trying to do anything else, apparently my laptop is definitely not designed for macOS.

Mother board: HP
Microprocessor:Amd Ryzen 3 3250u with integrated graphics card AMD Radeon Vega 3 graphics
Wifi card: realtek 82511
